REGULATIONS

for the International Chess Festival “Moscow Open-2013” for prizes of

Russian State Social University and Moscow Chess Federation

 

The International Chess Festival “Moscow Open-2013” for the prizes of the Russian State Social University and the Moscow Chess Federation (hereinafter - the Festival) held in Moscow from 31st January to 11th February 2013.

31st January is the day of arrival of participants of children's tournaments; 1st February - the day of arrival of participants of major tournaments;

10th February - the day of departure of participants of children's tournaments; 11th February - the day of departure of participants of major tournaments.

The location of the Festival is the Russian State Social University (RSSU), B. Pick Street, 4; metro station "Botanical Garden".

Organizers - Russian State Social University (RSSU, www.rgsu.net ), Chess Federation of Moscow (MCF, www.moscowchess.org ), Directorate of sports and entertainment events of the Moscow Government, with the support of the Department of Physical Culture and Sport in Moscow (www.mossport.ru ), the Russian Chess Federation (www.russiachess.org ), International School Chess Union (www.icce.su ) and the International Chess Federation (www.fide.com ) .

The festival consists of nine separate tournaments:

the tournament A “Men’s Cup of Russia”

the tournament B “Women’s Cup of Russia”

the tournament C “Amateurs’ Cup of MCF”

the tournament D “Veterans’ Cup of MCF”

the tournament E “World Cup Chess Composition”

the tournament F “Students-grandmasters’ Cup of RSSU” (men)

the tournament G “Students-grandmasters’ Cup of RSSU” (women)

the tournament H “School Champions’ Cup of MCF”

 

Training courses for coaches, referees and organizers are holding during the Festival under the auspices of the Russian Chess Federation and FIDE.

The total prize fund of the Festival is 3.5 million rubles.

“School Champions’ Cup of MCF - H”

The prize fund of the tournament is 400,000 rubles (grants).

 

Open qualifying tournament for the World Championship (Greece, May 2013) and European Championship (Serbia, June 2013) among schoolchildren, age groups (among boys and girls separately): U9 years (born in 2004 and younger ); U11 years (born in 2002-2003); U13 years (born in 2000-2001) and U15 years (born in 1998-1999).

Winners (1st and 2nd places) in the age groups (total – 16 players) are provided by a grant of MCF for free reception (accommodation and food) in accordance with Regulations for the Schoolchildren’s World and European Championships.

Note: Coaches of players, competing for victory, must be ensure, that the children have a foreign passports, letters of attorney from their parents and other documents, required by the consular services of Greece and Serbia.

 

Financial Regulations and Prizes

 

In case of equal points, prizes are not divided (one player can receive only one prize - the highest). Places are determined by:

a)      in tournaments under the Swiss system (A, B, C, D, H): 1) the Buchholz rating system; 2) number of wins; 3) “Progress” rating system; 4) the result of a personal competition;

b)      in tournaments with a round-robin system (F, G): 1) the result of a personal competition; 2) by the Sonneborn-Berger rating system; 3) number of wins; 4) the number of matches, played with black.

To get the prize the participant must score at least 50% of points (excluding round-robin tournaments).

All prizes are the subjects of taxation in accordance with the legislation of the Russian Federation (Russian citizens the deduction of income tax rate is 13%, for foreign citizen’s tax deduction is 30%).

For Russia’s citizens prizes are transferred to their personal bank accounts (bank card) in case of providing the copy of passport insurance pension certificate, Individual tax number and the relevant bank details. Foreign citizens must provide a copy of a passport to get the prize.

Children and citizens under 18 years old must have a birth certificate (passport) and notarized letter of attorney from the accompanying person to get the prize or transfer it.

If the winner is missing at the close ceremony of the festival or not in compliance with the dress code, the prizes are not given and will not be sent.

Tournament and Playing Conditions

 

The festival is holding under the rules of FIDE with the addition of the rules of the sport "Chess", approved by the Ministry of Sport and Tourism of the Russian Federation, with computer drawing.

Behavior of participants is governed by the Regulation "On the sporting sanctions sport chess" and in accordance with the Regulation of inter-regional and all-Russian sports official competitions in chess-2013.

All tournaments (except tournament E) played on the classical scheme (one match per day) with the time control: 90 minutes for 40 moves plus 30 minutes with an increment of 30 seconds per move, starting from the first move. In tournaments H - 90 minutes plus 30 seconds per move, starting from the first move. For being late for the tour, more than 30 minutes, is putting the defeat. In this case, the opponent is putting "+", the latecomer is putting "-".

 

Appeals Committee

 

The Appeals Committee is consists of three main and two reserve members. An each appeal must be passed to the chairman of the Appeals Committee within one hour after the round. The appeals against the results of the draw will not be accepted, except for breach of the basic rules of the Swiss system - two participants can’t meet to each other more than once. A player who is making the appeal must make a deposit of three thousand rubles. The Appeals Committee will return the deposit if the protest is satisfied. The decision of the Appeals Committee is a final.

 

Tournament Director

 

            The tournament director is appointed by the organizers of the Festival and is responsible for the preparation and conduct of the competition at a high level. The tournament director has the right not to allow participation in the competition or exclude out of competition participants, who violate this Regulations or the standard of moral and ethical conduct.

 

Participation

 

            Costs of sending participants of festival (travel, meals, accommodation, tournament fee) paid by the sending organization or the participants themselves. Participants, invited by the organizers of the festival, are accepted free of charge (provided by the hotel with meals).

Tournament fee in tournaments D, E, H – 1 000 rubles for the participant. In tournaments F and G there is no tournament fees.

 

Discounts

 

Discount of 50% on the payment of fees is available for students and female students of RSSU.

Discount of 500 rubles granted for juniors (born in 1995 and younger), participated in tournaments A, B, C.

Men over 70 years old and women over 65 years old are allowed in the tournament D without a fee.

The participant may receive only one discount for payment.

 

FIDE seminar for judges (20 hours), the organizers (15 hours), advanced training of trainers (72 hours)

 

To participants of FIDE Workshop is given a score arbiter of FIDE and international organizer (the data are published on the FIDE website). To the participant of course is given a government issued identification of professional development at the Russian State Social University.

The cost of participation:

- in the seminar for referees     – 4,000 rubles;

- in the seminar for organizers – 3,000 rubles;

- in the seminar for trainers     – 8,000 rubles.

Registration of participants is carried out on the festival website.

For register to participate in the festival you need:

1)                 Fill out the registration form on the website of the festival (www.moscowchess.org ), or bring the form to the office of CFM at Begovaya Street, 12.

2)                 Pay the tournament fee by wire transfer to the 18th January 2013. Registration for the festival ends in 18th January 2013. The organizing committee reserves the right to refuse in register after 18th January 2013. For participants who have requested, in exceptional cases, the registration (admission to the tournament) after 18th January 2013, tournament fee increases to 1,000 rubles. In case of refusal to participate in the festival fees are not refundable.

Registration is completed in case of receipt to the account of the Moscow Chess Federation tournament fee in the prescribed amount.

In the first round of the draw includes only the members, who have personally received accreditation by the scheduled tournament on 31st January and 1st February to 19.00 p.m. Participants who didn’t receive accreditation in this period are included in the additional draw before the first round with a fine of 1,000 rubles.

Accreditation (scorecard) is a grounds pass to the RSSU.

Tournament fees are taken according to the current FIDE rating on the payment day.

Foreign participants pay the tournament fee in rubles on 1st February 2013 in RSSU rated at 1st January 2013.

Note: In the opening day of the festival additional check is not performed.

 

Visa Support

 

Visa support is provided to all foreign chess players, who have addressed to the Organizing Committee before 15th December 2012. For subsequent treatment of the Organizing Committee it is not responsible for obtaining visas.

It is located in three minutes from RSSU. Double room "Standard" - 1400 rubles per room, double room "Comfort" - 1500 rubles per room.
